Crime Novel Set in Author's City

the story of a man out walking his dog at Devil's Point who
spots a number of of black binliners floating in the tide
When he finds them brimming with £4,500,000,
the novel jumps back to trace the crime and skulduggery which
brought the cash there in the first place.
