"Ring Around the Rosie — This Is Not a Nursery Rhyme" (Publish America, $21.95) is a provocative idea — bioterrorism. It comes from a knowledgeable source, retired ER physician Ray Malone, with a likable protagonist — an ER doc with a sense of humor. The nursery rhyme refers to smallpox, which an al-Qaida unit plans to use to wipe out top Washington, D.C., officials.
